Unfortunatly, it sounds like your batteries will not take a full charge need to be replaced.
The batteries contain a gel that needs to have current run through it on a regular basis (at least 8 hours once a week) or it will solidify. If you attach the charger, what will most likely happen is the green light will either stay green or go to green after a very short time. The charger will indicate the batteries are full, but instead of being full of pwer, they are full of crud. Since you are the second owner, the repairs are up to you. You can probably find compatible replacement batteries from Interstate Batteries, Batteries Plus or Battery Warehouse. Good luck!
Lights on joy stick controller blink on and off
Cezna Are the lights that are blimking the battery level lights or they the speed level lights. If it is the speed level lights then the chair thinks you still have the charger plugged in. If it is the battery level lights do a certain number of lights flash 3 lights flashing 4 lights flashes etc this is the flash code and will tell you what problem you have. It could also mean that you are in lockout or sleep mode If you have the VSI joystick then turn on the power immediately push the joystick forward and hold until you hear a beep then mmediately push it to the rear til you hear a beep then immediately let it return to the center position. If it was in sleep mode this should wake it up. Hope this helps you
Lights continually blink on and

Your power chair has a manual freewheel lever located on each motor. Manual freewheel levers enable you to disengage the drive motors from the gearboxes and manoeuvre the chair manually. However, if you try and disengage the motor while the power is on you’ll get the blinking lights on the joystick. To clear this code, turn off the controller and place the power chair in drive mode. Then turn on the controller. The error message should be cleared.
To engage or disengage the drive motors:
1. Locate the levers on the front of the power base. See figure 8.
2. Push the two levers inward to engage the drive motors (drive mode).
3. Pull the two levers outward to disengage the drive motors (freewheel mode).
If a lever is difficult to move in either direction, slightly rock the power chair back and forth. The lever should then move
to the desired position.
WARNING! Do not use the power chair while the drive motors are disengaged! Do not disengage the drive motors when the power chair is on an incline, as the unit could roll on its own! Only engage the freewheel mode when on a level surface.
WARNING! It is important to remember that when your power chair is in freewheel mode, the braking system is disengaged.

Pride Zero Turn 10 - 4 beep code randomly while driving.
It is called the "current limit time out." Apparently the battery needs to recuperate or adjust its charge across the cells. That is another question. What it needs is a few minutes to be turned off. I know this from seeing the manual.

Where is the fuse on my Jazzy pride mobility scooter
the fuse box location may vary depending on the model of the scooter. However, it is usually located under the seat of the Jazzy scooter. You can access it by unscrewing the two bolts that hold the seat in place. Once you remove the seat, you should see a black box with a white label that says "FUSE". The fuse is located inside this box.
The latch won't stay latched on pride jet 3 ultra

Pride GoGo mobility scooter cuts off.
Get a can of Electrical Contact Cleaner spray and separate any electrical connectors that you can see, and re-make the connection. You have a bad connection somewhere that is losing contact with a bump. The most likely places are any from the battery, or any to the controller. Make sure the two connector halves are fully locked in place. Some have fuses, some have breakers, check the connections there as well.
You say it has only done 8 miles. If you bought it new, it is under dealer and maker warranty.
