I have a timer hooked

Sounds like the OFF tripper is worn down.
Timer needs to be replaced unless you have Intermatic-brand timer.

Intermatic is only company that sells plastic replacement trippers for their timers.
Except Intermatic on-off trippers are typically red-green.
It's possible your trippers faded in color.

My TM-014 Timer is not

I cannot identify TM014 timer in any of my timer files.

1) If timer is having a problem, then use reset button and start over.

2) Add a comment with exact description of timer so I can find same/similar timer and read manual alongside you.

I installed a digital timer

15086 manual says 15A Tungsten.
Tungsten is incandescent.
manuals usually say CFL or fluorescent if they are made for those loads.

I have a G.E. 24

See GE timers on following link to identify timer:
Link has instructions plus large image you can see segments lifted up and pushed down

Timer knows when to turn lights on-off because segments are lifted up or pushed down.
Push/lift a few segments.
Turn lamp ON
Plug lamp into timer.
Mover switch to Timer ON
Plug timer into outlet.
Manually rotate dial clockwise to see lights turn on-off.
This will show if segments should be up or down.
Set segments for ON OFF times.
Rotate dial until current time lines up with pointer.
