Try resetting timer, and reprogramming. The GE brand of electronic box timers is not dependable long-term product. The 30-40 amp contact ratings do not appear consistent with rest of timer quality. Identify timer. Replace battery. Do not use battery-operated timer in cold environment... look for temperature range when selecting timer. Mechanical timers will work in cold temps. If lights are flashing, then photo eye might be exposed to too much light, causing photoeye electronics to think it's daytime, and so lights go off. But then it's dark, and photoeye turns lights on again. The cycle repeats all night because 2-4-6-8 hour off setting starts over each time lights turn on.
