How do I program the Noma N1502 to come on at 4pm and go off at 11pm?
Difficult to say when you are Anonymous, I can't check your posting history, but I think you are seeing 'Suggested Answers' that Fixya thinks might be useful to you. This happens all the time.
Anyway, your Noma Timer is made by Woods. It does on have one button purely because it is a photoelectric timer. It comes on when it get dark, so it needs no On or Start button. Your single button sets the number of hours the power stays on.
So, if it gets dark at 5:00 pm, and you want the lights to go off at 11:00 pm, you press the button 6 times until you see '6' in the display. That's it. it will turn on at 5:00 and turn off 6 hours later at 11:00 pm.
You CAN'T set it to come on at 4:00. It will only come on when it gets to a certain light intensity at dusk. For that, you need the two button version, which has Mode and Hours. .
Here is the manual. If you look carefully, the instructions are usually embossed into the back of the timer. Make sure the photocell is facing outwards and is not covered by greenery.

Mastercraft light timer -- old product -- need
difficult to answer when you don't know the model number. Older ones have a metal dial and metal tappets, You slacken them off and slide them to the times for on and off making sure the arrow is set to the current time. Newer ones have movable plastic tappets, you pull out and reinsert into holes, and the next generation have push in and pull out tappets. Finally, there is all electronic. Those are a nightmare unless you have the instructions in from of you as they have so many different features and can be programmed for individual days of the week.
There are also timers that has just two buttons and are waterproof to use outside. They are not Mastercraft though.

You can read how photocells work in the link but basically if the wall light switch is turned on or powered on, then when it gets too dark outside the cell or eye senses this and turns the light on.
Now if you live in say Alaska where the night can be longer than 8 hours this won't be as useful. Most areas have the darkest night 2300 or 11pm to 6 am ( seasonally adjusted) you decide how long you want the light on. If you regularly get home and want the light on only when you get home set for 2 hours or all night 8 hours. Many of us just put on the LED bulbs and leave it on all the time. The intervals where a great way to save money when you where blasting 100 watts or whatever now with LED it's 12.
