Try to run the game from the install path. It may be a possibility that the shortcut won't work

Solutions:
1. Click on the airplane icon in the bottom left pane.

Try uninstalling the game and reinstalling it. As nothing is happening you can also press crtl+alt+del and look in your task manager under processes for the games executable. If it's there then the game is launching but simply does not go on to initialization. This would mean their is a bug in the game itself. If the game was initializing it would at the very least give you an error message.

The game ONLY runs on Windows 98/2000/XP.
A computer running Windows Vista or Windows 7 will not support this game.

It is not supported on Windows 7 no matter what compatibility mode you use.

The only chance you have is to run XP on 7 using XP mode. Here's how:

Airport tycoon 3 had been designed for Windows XP. As many similar programs it will not work on Windows Vista and Windows 7, not even in compatibility mode.

Try downloading and installing the patch available at this link.

I report the instructions on how to install the patch from Global Star website:

Follow the steps below to properly install the New Airport Tycoon 3 Patch.
Don't forget to make sure that Airport Tycoon 3 is fully installed in your PC
prior to installing the patch.

Step 1. Download the patch onto your PC desktop or hard drive by clicking the
downloadable link.

Step 2. Once download is complete double click the AT3 'Setup Launcher' icon
from your desktop or hard-drive and follow the on-screen instructions. (NOTE:
Make sure your original Airport Tycoon 3 CD is in your CD ROM drive.)

Step 3. Once installed, Start-up your Airport Tycoon 3 Game. (You may need to
re-start your computer.)

This patch fixes a number of the issues that were brought up with Tech Support and the Global Star Software.

If the patch does not work, then there is nothing to do. This software is not Vista compatible, and compatibility mode will allow you only to run basic software packages for Windows XP on Vista.
