If you mean you will use your phone as a modem to connect your computer to the internet please follow these steps.
Setting up a USB Internet Sharing connection

7. On your computer, open your web browser to confirm that you can connect to the Internet.

call the customer service of your service provider ( AT&T,Vodafone,Verizon etc)....they will set up message center number on your phone , the one that you have might be incorrect...your mobile operator will send you sim updates that will refresh the settings ....and then you will get the text message options

Well first of all you can try to reset it, goto menu/settings and then select the reset option, (note. resetting the phone will erase all the data from your phone and set all the settings to factory default). the problem seems due to low memory, so you can also try to remove some unused data from the phone before going to reset it.

the problem is on your message center number so contact your service provider for message center number.
And replace/ edit the setting number.
For this goto Message---> text msg Setting
