That is not a hardware problem, rather it is a software problem. What you have done is partitioned your hard disk into two different partitions on one single drive which causes it to be both C and D. What you should do is go to partition manager, shrink the unused volume, then expand the other volume. But relating to your DVD issue, check that the DVD drive is receiving adequate power and that it's plugged into the SATA slot correctly.
