I am trying to start the mototr for the first time

At the bottom of the carb there is a screw.
unscrew this and the old fuel wull drain out.
There shouldnt be fuel in the engine, but if there is, remove the spark plug for a half hour or so and kick it every now and then until it is evaporated

My brother's Vespa scooter fell over and won't start up again.

If it falls over and wont start it just gets flooded.
Simply remove the spark plug (inspection panel is behind your feet) and leave it sit for a half hour or so. Use the kickstart every now and then (with the scooter turned off). The excess fuel will eveporate and when the sparkplug is replaced it will start up but it will be smokey for a few minutes. Just leave it sit idling for a while to clear out.

Fuel Starvation on 2006 200cc Vespa. Toward end

It's quite easy to get the tank out.
Remove the 4 bolts (2 front and 3 back) on top of the tank under the seat. You can lift the tank out.
replacing the fuel tap is a bit harder as you need to loosen a nut inside the tank, then pull the tap out.

Turn signal replacement on vespa ET2

Front bulbs are accessed through the glove compartment, remove the round caps and you can get at the bolbs from behind

For the rear bulbs you need to remove tha full indicator unit by unscrewing the screw and taking the unit out. the bulb is accessed from behind

How easy is itto change a mudguard on vespa et2

To replace the mudguard is easy enough but takes a good while.
Remove case from the handlebars (mirrors first then screws and split).
Remove the bolt that holds the handle bars to the steering column and remove the handlebars.
At the top of the steering column you need to unscrew the round nuts that tighten the steering column.
You need to disconnect the brake hose and cable (later you will need to bleed and refil the brake fluid).
Then you need to lift the frame up from the front so that the steering column slips out, be careful not to lose the bearings.
The mudguard is held on with (i think) 2 bolts. remove these and then lift the mudguard up the steering column. drop the new one in it's place and put everythiing back together in the reverse order you took them off.

Vespa et2 clock

there is only 1 fuse on an et2 and if the horn, starter and indicators work, then this iis not the problem.
It is most likely the battery which is at the back of the speedo. to get to this you need to remove the mirrors and screws from the handlebars, split the casing, disconnect the speedo cable and all electric blocks (carefully) and turn the speedo over. there is a little round plug that needs to be removed and the battery is behind it.
I think it is a rechargable battery, so replacing it with a normal battery will only work temporarily.

Fuel in the carb next to air screw

on old carbs they have mechanical fule pump. you may need to look into a new one or try pumping the gas a few times while turning it over.

and it means theres fule in the bottem of the carb.... the carb is an atomization chamber for fule. if you have to much fule (ie to rich) your going to have liquid fule at the bottem of the carb. this is bad, you need to lean out the carb bar turning the idle screws the right (12 o-clock to 9 o-clock...) just a bit at a time. and play with it while it's at idle to what you think is a good idea. you can hear it trust me just play around with it.

also look at the throttle advansment lever (it shoot gas in at wide open throttle as to not stall) its conected to your throttle cable.

AND YES IT IS.... your fule will evaporate and fast if don't.

Peg-perego John Deere buck EXT reads fully charged, but won't go.

I would replace the high/low switch and the reverse switch.
You can get the peg perego parts at http://www.shopjandl.com/
but I would first check the connections on the motors and foot switch. Sometimes they come loose.

I would check the connections on the rear wheels.
If you have done this already, take the 2 wires off the good motor and switch them to the other side that is not spinning.
If the motor turns after that, then you need a peg perego high/low switch and a peg perego reverse switch.

Diesel in a 50cc petrol scooter

diesel usually will not do any permanent harm to a petrol (gasoline) engine. Though the engine won't run and may get clogged up, but nothing serious. You will need to drain the fuel system and flush it with the right petro (gasoline). If you ran the bike far on the diesel then you may have to replace any spark plugs or fuel filters that may be gummed up. You should also expect to see smoke until all the diesel has made its way out of the fuel system.
