Where to buy capacitor
Look under welder dealers in your town. Most will be able to sell you parts or order what you need.
Hobart Handler 175 Wire doesn't feed when trigger operated.
First, UNPLUG the Welder! There is a small control board (2"x2") that the feed motor plugs into, it has a fuse on it. Here is what you do: Follow the circuit board trace that goes from one side of the fuse though a resistor then to the connector full of wires on the edge of the board, check that resistor for continuity it should read some value besides open. If it is open, this is your problem (as the drive motor ages it draws slightly more current than new, which should blow fuse, but instead blows the resistor). The resistor should be replaced with same resistance value, if problem persists replace again but instead of 1/4amp bump up to a 3/4amp for $1 or replace that drive motor for $150, you choose. Take the spool off of the machine and see if the feed wheels turn. If they do, you probably have the wire stuck in the tip or the line leading to it -- replace as necessary. If they don't turn, there is something jammed at the feed rollers or the motor that turns them. My bet would be that there is something stuck in the lead to the gun or the tip. The whine noise is probably the rollers slipping on the wire. Since the wirewill not feed, the spool doesn't turn.

Sound like you have a bad trigger on the gun. Does gas spray when you pull the trigger? Check the wire plug that goes from the pistol to the unit. It should be under the liner hose where it connects to the machine. Then use a voltage meter on the wires going to the drive feed motor, and see if you get current when you pull the trigger. If gas doesn't spray neither, sounds like you got a bad trigger switch
