When the cartridge starts to fail it becomes hard to move like that.
Turn off the water under the sink, then remove the cartridge out of the center of the assembly. Depending on the valve system, you may need to get the proper tool.
It's a relatively simple process, but sometimes the cartridges become trapped into place with mineral deposits from the water. Just work with it a while and it will eventually come out and the new cartridge generally slips right into place.

There are O rings that seal the various body parts of this faucet. I would try turning off the supply lines, removing the handle, and unscrewing the faucet and the housings. Look for O rings that seal each part. Could be a broken, or maybe some foreign material has gotten in the O ring grooves. Best bet would be to replace any O rings and tighten it all back securely. It should not have any Up and Down play, should only swivel side to side. I'm thinking O rings. While there, you can replace the seat seals and springs, so that you preclude any leaks from the faucet itself. Lowes, Home Depot, carry the repair kits for these faucets at a reasonable price. And they usually include the allen wrench and wrench to remove the handle and the body parts. And they are relatively inexpensive. Around 4 to 6 dollars. Its an easy fix.

Here is what I would suspect at this point:

- Incorrect air pressure in tank, or
- Clogged filters
To check air pressure:

Empty tank and check pressure -- it should be 7 PSI.
Note: There is a rubber bladder in the tank in which the water is stored -- if this bladder is ruptured, the air pressure in the tank will not hold.
So, adjust air pressure, try system again. If it works for a while and then stops, empty tank and check air pressure for 7 PSI.
Clogged filters?

If the system doesn't work when tank pressure is adjusted, empty tank and check pressure again. If pressure is still 7 PSI, then replace filters.
If tank pressure is not 7 PSI at this juncture, it's probably a ruptured bladder and the tank will have to be replaced. But before you take that tack we should "talk" again.

P.S. I'm assuming you have adequate water pressure on your household system. You're not noticing a drop in pressure anywhere else in the house -- is that correct?

Your problem is: soaked in vinegar water but did nothing. took off spray head from hose and the water stream is very small in diameter. only 1 year old faucet. could cartidge be bad or clogged? water pressure in rest of house is fine.
It is very possible that some debrie has come up in the water and is partially clogging the faucit. For this you would have to turn the water off and disassemble the parts clearing all the small passages, a bit of wire or paper clip works. Perhaps for a pro?
