Try taking the fuel jet out and blowing out the little hole that goes through it. Just a little bit of dirt will not let the engine run. While you got the jet out take the fuel bowl off and clean that as well. Be careful and don't mess up the float when you do this as sometimes they are hard to get back in. I find a lot of small engines I get in has a dirty fuel bowl and jet That's all i do in a lot of machines to get them running again..
the red tube should just slide over a tube sticking out of the carburetor or the plastic housing on the breather.all you do is plug it in. if that dont fix it my guess is there is debris in the carburetor that needs to be cleaned. take it apart clean and it should run as like new
Its quite common to see fuel in or around the air cleaner to carb casting. Side mounted carbs on Tecumseh and Briggs tend to spray a little back. If its running back then get someone to strip and clean the carb, its got some debris in it.

Normally these small engines use a clock spring to retract the rope.
Remove the cover on the top and you should find the spring either broken or the tab where the spring end has broken off or jumped out of the mount.
You will need to pre-load the spring with enough tension to retract the rope.
Remove the pull handle from the rope, load the spring and then wrap the rope around the pully holding the pully and spring in the loaded position. place the end of the rope through the hole and tie up the handle. The rope should pull and retract without being installed on the engine.

Home Depot sells a replacement pull cord kit that has great instructions. My mower, however, had pop rivets holding the cover on the engine, so if yours does too, get a pop rivet tool with the correct size pop rivets before you start drilling out the old pop rivets.
They do not equate at all. A foot pound is a unit of torque and work. Horsepower is the RATE of doing work. If you know the RPM at a given torque, then you can calculate HP
Priming may not be the problem. First try putting some duct tape over the hole in the primer button. then try priming and subsequently starting it. This could indicate a need for a new air filter...I know it doesn't make sense, but it will probably be the answer to your problem. It was with mine although a different type of mower.
