i think you are on the right track. the gas company will verify the pressure going to unit but it sounds like the gas control valve on your heater may need to be adjusted. for that you will need a licensed gas fitter. call your local pool company or the company who installed the heater. directions on how to adjust the valve will be found in your owners manual

Check power into and out of the transformer...power issues can cook a transformer quickly causing your issue. If low volt side of transformer is ok you will need to check the control board.
