To drain it though, you just empty the detergent container, and then run the pressure washer with the water disconnected until water stops coming out of the wand. The spring that tensions the PTO belt is serious, I would use a good vise grip pliers not a channel lock. Also take a look at the jack shaft assembly mounted to the mower deck. The PTO belt goes to the top pulley and the deck belt to the lower pulley. Both belts are under tension. The bearing in this assembly is sealed so you can't add grease but it is a wear part that has a load on it from two points even when not in use.

How did you test spark? Neon spark testers can be misleading. Use a gap type test with spark plug installed.If engine is flooded it will not fire, even with starter fluid.
