Yes, the throttle should be in the full in position. When starting, the choke should also be in the full on position.
If you can't tell if it is in the closed or open position, remove the cover that is over the carb where the air filter is and you should be able to see which way you move the lever for the closed or open position and mark it where you can see it. When starting put the throttle full on and the choke also in the full on position. It should usually start and stop right away. Now move the choke to the full off position keep the throttle in the full on position and it should start in 2 or 3 pulls. If it doesn't do the procedure again. While you have the cover off the carb check the air filter and if it is very dirty replace it or clean it off because a really dirty air filter could make it run rough or not start at all. That can vary quite a bit depending on what's in it. And there is no established definition for the stuff you can buy from a landscaper.
Easiest way to get a good estimate is weigh the contents of a 2.5 gallon bucket and multiply that by 81 to get the weight of one cubic yard.
Here are some ballpark figures ---
Cubic yard of dry sand = 3200 lbs.
Cubic yard of wet sand about 3600 lbs
Cubic yard of dry peat moss = 160 lbs
A 50/50 mix of wet sand and (dry peat) organic material = 1900 lbs.

Can not start it
1 check to see if the inline gas shut off valve is lined up with either the open position or the gas line (depending on which is used)
Also there could be a nut (actually a bolt head) where the gas line enters the carb. If your model has that type of fuel inlet to the carb take off that bolt and carefully slide it out of the manifold. There is a tiny plastic screen inside that you need to check for buildup of particulate.
So in short verify the gas on position and check the fuel filter.
If your not sure if the gas is on or off then you can gain access to the carb fuel line disconnect it and see if the gas flows freely to the carb itself.

Remove all fuel. Remove spark plug. Dry out the crankcase and cylinder by pulling the starter several times.
Reinstall spark plug. Remove air filter, hold throttle open and spray a short burst (~1sec) of starter fluid down throat of carburetor. Release throttle and promptly pull starter rope up to 5x.
If it fires and runs a few seconds then it is a fuel/carburetor problem.
If still no fire then more likely a spark or compression problem. Replace spark plug with new proper type and gap. Retry with starter fluid. If still no run then likely either a failed ignition module or poor compression/crankcase leak.
