I believe your carburetor needs to be rebuilt or replaced. The carb has thin rubber diaphragms that meter in the fuel to combustion chamber. If the diaphragms get hard (from gas sitting in carburetor for extended time or from hot weather) they won't allow enough fuel in to keep up with the demand. if you need parts email

You can adjust the guides on the side of the blower so that it rides on those. If they are set to low you will see the problem you have now. If they sit to low for a long period of time you can wear out the blade on the bottom.

Remove the spark plug and verify it is not fouled.
You may also find that the high speed jet and/or port is clogged. This will require the carb to be broke down, cleaned and reassembled. This is common with this type of engine, especially if fue is left in it over time and not drained. Worth a shot.

It is a fuel issue. Pull the fuel line off the carb and make sure fuel is getting into carb and that the fuel is good. If verified that good fuel is getting to carb then rebuild carb.

Or, you can try the easy approach. Take a 1/4" bolt about 2" long and cutoff the head. Force the bolt into the old fuel line on the fuel tank side (after removing fuel tank), push other end into new fuel line, tape the lines together well with electrical tape. Gently pull from one side and push from the other until new section of line comes through. Just did this and it too all of 5 minutes.

There is a "drain" valve on the bottom of the float/fuel bowl--it could have some debris holding it open or a bad gasket. When fuel is not fully contained in the fuel bowl, the engine will starve for fuel-thus the need to run the choke. Take the fuel bowl apart, clean the float-check for holes, and reassemble after cleaning.
I have a 51592 Rake and Vac Toro blower.
If it is getting hot enough to melt the electric cord and the extension cord, get rid of it. The over-heating is most likely from the brushes in the motor, which means, unless you are a licensed electrician or know one, the unit should be scrapped. Replacement parts for these electric blowers are priced such that it is cheaper to buy a enw one than to fix the old one.

if your unit has an air vane governer this may be stuck or damaged. If you have this type of governer it will be above the fly wheel.Requires removing front cover. Also check the linkage between governer and carb. make sure it moves freely.

You may have had no Fuel in the tank, But there may have been residual fuel left in the carburetor. It will need to be cleaned out.

Need to know the points and coil setting
The easiest way to set points and coills on most brigs engines is get a pack of matches and rip the cover off them and use this as the tool to gap your points and coils it is cardboard so magnets do not bother it and it just happens to be around 25 thou which is the center of the adjustment on most Brigs.
