Hi, i think your friend must be a tech to have discovered the real cause of the spark which lead to the smoke. Actually the worn out brushes can be replaced but i don't know the price to get it for and i believe it will be reasonable than getting a new one which will definitely cost you more. Just take it to a tech to fix properly..

if this is an older well used model , it could be the brushes in the electric motor - if so, consult B&D's website for servicability.
Motor smokes
If an electric motor is smoking, most likely it is in the process of burning out the windings in the motor. This usually starts from using an extension cord that has too small a wire or a cord that is too long. when you do thid you are forcing the motor to pull more amps than it should to make up for the voltage loss in the cord.
The fuel for the electric motor is a term called watts. Watts equals volts times amps. If the voltage drops then more amps are needed to feed the motor enough watts. This caused the motor to over heat and this melts or breaks down the insulation on the windings. When this happens the motor starts to short out and once this happens then you can not save the motor.
Electric lawn equipment should be used with #14 or #12 (never use #16 or #18 gauge ) guage extension cords and should not be used with cords longer than 50 feet. Also you should not run the equipment more than 10 minutes with out a 30 minute rest.

Mine is a Black & Decker so I don't know if this will help. On mine there is one release button near the top of the handle. You press that down to release and remove either the blower tube or the vacuum bag assembly, whichever is currently on -- you can't have both! Then you engage the attachment you want to put on into a pivot at the bottom of the handle assembly, press the release button and engage the attachment at the top.

Yes, decompression lowers cylinder pressure during low rpm while cranking. If you're concerned with compression, you need to do a leakdown test. Inexpensive (~$30) units are available through numerous eVendors. The leakdown test provides a metered volume of air that is translated and displayed on a pressure gauge simply labeled high (excessive leakage), moderate, or low (nominal leakage).
It's an L-head engine and once they get a few hundred hours run time, the valves wear into the hard seat, lash goes to zero, and they become hard to start. You can check valve lash by removing the crankcase breather (two screws). If lash is near zero, time for a valve job. Plenty of how to videos on the web. If it's easy start, just low power then less likely a valve lash issue.
There are many things that cause low power. Bad fuel, water in fuel (fuel bowl), fouled carburetor, poor spark, fouled plug, improper plug gap, wrong plug, weak ignition module.

Toro riding mower stopped moving
If you have no forward, no reverse but the motor is still running normally the most likely reason for this is the main drive belt. This connects the motor to the transmission. If it stretches, breaks or drops off the drive pulleys you will lose all movement.
