The pad between the bottom plate and sanding belt
That pad is usually made of cork or graphite It's used to give the back side of the sanding belt a soft and slippery surface to run on so it won't over heat/tear and fail. The part you need is P/N 2601098037 Any Bosch service center will be able to get one for you. Go to BoschTools.com and look under "find a service center"

Craftsman 315.117150. The belt keeps
You need to adjust the tracking knob which is by the front handle that looks like a triangle head screw. Make sure the belt tension leaver is tight and the belt has enough tension on it. Quickly press and release the start switch and note the centering of the belt. It should be in the center of the bottom platen. If it is not, adjust the tracking knob and bump the switch again. If the belt is going in the wrong direction turn the knob the other direction. Once you are close the center of the platen, press the power switch to turn the unit on and lock the trigger. Firmly hold the unit vertically from the front handle. Fine adjust the tension knob to center the belt and make sure the belt is not hitting the case which will cause damage. You should be able to use the belt sander without the belt slipping off. Let the sander do the work, do not push down and limit the side to side motion. If the belt will not stay on then the belt is too large or the torsion spring needs to be adjusted to applying more tension on the belt and drive roller.

If there is nothing happening when you pull the trigger, the only thing you can do is trace the wiring from the power cord through the trigger and to the motor contacts, as shown in the aforementioned URL diagrams.
I assume the motor has not seized up on you since you did change the brushes.
Not to sound foolish, but did you try changing the outlet you plugged the saw into?
In some of the higher end equipment there is an inline fuse that is part of the AC plug assembly. Any chance that is part of the new cord? Blown or missing in-line fuses?
Please keep me informed of your progress as I find this quite interesting.

Remove the dust bag and unplug sander for now. Everywhere you see an access hole (fan area, dust port, back of sander blow thru the tool to remove lodged dust that clogged the system, Also look for broken belt pieces in the back of sander. Then while running (remove belt) blow again thru all the ports to try and reomve as much contamination as possible. When finished you can feel to see if air coming from dust bag port, it not you still have a clog that might need more work. If I have clarified your request would you please rate this response accordingly and thank you.
Dust bag won't collect
Try blowing through the little **** that collects sawdust (inside back by belt) with a compressed air nozzle, with the bag off, and squeeze the trigger and let the motor run a little. Blow out the insides as well as you can, including the air intakes for the cooling of the motor, and it should work fine again.
You can also blow out the bag to clean the pore in the fabric.
I hope this information allows you to resolve this issue. If you need further assistance, please post back with a comment to this thread. If I've managed to answer your question or solve a problem, please take a moment to kindly rate this post....thanks!
