The entire back wheels fell off our double eddie
When you say the wheels fell off did they break of at the spokes (making the wheels useless) or did they just come off the metal stub axles? The Eddie Bauer is not a brand available in new Zealand but I've fixed a lot of strollers and the most common problem is a failed Star-lock washer. Most strollers use a star-lock to hold the wheels on, either a shiny domed one in plan view or a plain flat one hidden behind a plastic hub cap. Check this out

I have a Eddie Bauer
Eddie Bauer don't manufacture strollers, they market a brand themed on the outdoors. Their after sales service for last years fashion is not very impressive. However as you plan to replace all the wheels there should be a suitable wheel you could use to replace it. If you're in a city google material handling suppliers. wheel manufactures and similar searches. You'll also need some capped star lock washers to fit the new wheels to the axel stubs hardware stores should have them, if not google them.

My experience with tandem strollers is that they are difficult to manoeuvre in cities (over kerbs, grass, gravel, etc.) and hard to turn. I also found that the infant car seat into the stroller trick is short lived, and you'll need the stroller for a long time after you need that.
My recommendation would be to buy a good side by side double with larger jogging type wheels instead. Tike Tech makes a great one that folds easily and is a lot easier to push.

I will just try and tell you how I did my stroller, on the back of each back wheel you have to push down the knotch left and then right, then you grab a metal bar in the middle back pull it slightly then click the handle and push the stroller forward and usually it magically folds up. However don't get frustrated you will have times when it doesn't work well for open and close and you may injure a finger or toe enough to make you curse. : (
