How to REBOOT an Apple iBookG4?
Reboot is the term for shutting your laptop off and restarting it. as apposed to leaving your laptop running or in standby at all times.
The easiest way to restart is go to the Apple
Menu in the top left corner and selecting Restart. You will be asked if
you really want to restart.
The other way is to push the power button once and it will bring up the window asking if you want to shut down or restart.

The jack probably isn't the issue with the battery not charging. More than likely it's the logicboard.
And since that's the case there's not much you can do besides replacing the board.

If you external DVD drive connects via USB, try rebooting your iBook. (Sometimes a static shock will shut down your USB channel, and only a reboot will reset it.)
If this doesn't work, choose "About This Mac" under the Apple menu, then click on "More Info." Under Hardware, click on USB. See if the drive shows up as one of the attached USB devices. If it does not, the drive or cable may be bad.
If you have another computer available, connect your DVD drive to it. This will tell you whether the drive has failed.
Automaticaly shuts off one minute after startup
This usually due to overheating of the processor. The simplest thing to do for a start is to get several cans of compressed air from an office supply store and use short bursts of air to clear out the vents and fan grills. Give the inside of the cd slot a couple of blasts to clear out dust. If the computer runs for an extended time with a clogged heatsink it can actually bake the thermal grease off the processor.

The flashing folder icon is telling you that your Mac cannot locate a working operating system to startup.
You may be having a software problem that is keeping your Mac from recognizing your operating system, or a hardware problem that is keeping your Mac from connecting to your hard drive (where the operating system lives).
Since you don't have access to a CD/DVD of the Mac operating system, ff you have an external hard drive with a working operating system on it, try connecting it to your Mac with FireWire and startup the computer holding down these keys: Command (Apple) +option+shift+delete. My screen moves (imjac)
Mine did that too. Did you recently hook it up to a projector? That seems to be what triggers that reaction on my mac. Anyway, the 1st time that happened, it went away after a couple days. Now, it's happened again, and I went into system preferences and changed the resolution. It has fixed the moving problem, but the icons are still bigger. I'm still working on it.

If your hard drive is full, then it can cause this problem. To empty the hard drive, deleting the files that you don't want anymore, you will have to use another Mac, and plug a firewire cable between the two.
Then press on the "T" key on your G4 (for target mode). You should see on the other mac's desktop your hard drive and everything in it. You can use the free software Disk Inventory X to get rid of the files that take too much space and that you don't need.
If that's too complicated, you can also try to boot the mac holding the shift key at startup, that will deactivate extensions and you will probably have access to your desktop. Then empty files and reboot.
