Canon EOS Rebel XS - won't turn on, unless I
Hi.
Test using a different battery. When it does like that it is often the battery shorted inside. If the problem occurs using a known-good battery, then the contacts in the battery slots or the circuits behind the contacts have a short. When there is no battery the shorted wires or contacts are not "hot" and the short does not prevent the camera from starting.
If the problem is not the battery the camera must be disassembled. In that case disassembling will start from the screws on right hand side (watching from front), then screws in front, then left and back. Unless you have done similar repairs before it is advisable not attempting to disassemble the camera. The camera is very easy to damage. There are springs, wires and tricky parts near to shutter button on top, selector wheel and strap holder. If problem is camera and not the battery you can get a good quote on repair here:

Installation of this Canon EOS Rebel XS firmware version 1.06 update will solve these problems:
- Some cameras may exhibit a phenomenon in which the LCD monitor does not display, the shutter does not release, and the BUSY indication remains lit in the viewfinder.
- The message, "Err 99 Shooting is not
possible. Turn the power switch to<OFF> and <ON> again or
re-install the battery", appears on the camera's LCD monitor, and after
the above operation is carried out,the LCD monitor displays in a
language that is different from the actual language setting.

hi,
I do not know if this is going to be of any help. I was actually reading about this error code 99 in canon, and bumped into a forum, where people had share their experiences. You can give it a try. But if your camera is still under warranty, it is best to ring technical support.
"ERR 99" is a general error code displayed by the camera when the camera knows that something is not working properly, but not exactly what.
This error is typically associated with lens communication or shutter mechanism issues. To isolate the cause of the issue, we suggest that
you do the following:
1. Turn off the camera.
2. Remove the lens, battery, and CF card.
3. Allow the camera to sit without power for approximately 20 minutes.
4. Insert a fully charged battery, and turn on the camera.
5. Depress the shutter button as you would to take a picture.
Does the "ERR 99" message appear? If it does, then the camera should be serviced. If it does not, then please proceed to the next set of steps:
1. Turn off the camera.
2. Insert the CF card.
3. Turn on the camera.
4. Format the CF card in the camera.
5. Depress the shutter button as you would to take a picture.
Does the "ERR 99" message appear? If so, then the CF card is the most likely source of the issue. Try using a different card.
If the message does not appear, please complete the following steps:
1. Turn off the camera.
2. Clean the lens contacts by gently rubbing them with a pencil eraser or soft cloth. Be careful that you do not let any debris fall into the
camera body.
3. Reattach your lens.
4. Turn on the camera.
5. Depress the shutter button as you would to take a picture.
If the "ERR 99" message only appears when one particular lens is attached, then that lens should be examined by a service technician.
If you see the "ERR 99" with a different Canon lens attached, then the
camera should be serviced.

Card was removed before the camera was completely shut down or whilst software was being updated. Camera is 'bricked' will need to be sent to canon service agents for repairs.

Error code 99. Please tellme what this means.
This is what the people at the canon tech support say to do for error 99
read this!! :)
The guy at tech support listened and then told me that the lens contacts were dirty and to get a pencil with an eraser on the end, just a regular old pencil with a red rubber eraser. Detach the lens from the camera, hold it so that the lens’ gold contacts are pointing down and lightly erase their exposed surface, cleaning them of any hand oil that might have gotten on them.
Do the same thing with the gold contacts inside the camera body. This is a bit harder but it’s doable: just hold camera so lens opening points down so no gunk falls in. Erase lightly. I used a lens cloth and dabbed at the contacts rather than blow them so as not to blow the erasings inside the camera.
I did this to each of my three lenses just to be sure. Lo and behold, it worked

What program are you using?
You might want to consider NOT connecting your camera to your computer. The best way to transfer pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use iPhoto or any other photo management program.
