I understand that your Frigidaire dehumidifier is continuously running and it is not collecting water. This can be caused by a dirty filter. A dirty filter can restrict air flow which will allow your dehumidifier to not pull in air. I would recommend checking your filter to make sure it is clean.
Frost on the coils within your dehumidifier will also cause your dehumidifier to stop working as well. You should check to make sure that there is not frost visible on your dehumidifier. If you do locate frost you would need to perform a manual defrost on your dehumidifier and you can do that by disconnecting power from it for at least two to three hours.

I see that you are having a complication with your Frigidaire dehumidifier going back to 30% after setting it. This could be a possible issue with your sensor or control panel. I would recommend performing a reset and you can do that by unplugging the power cord for roughly ten minutes. Are you currently in warranty? From what you have described you would like to use your Frigidaire dehumidifier for a heater. Unfortunately you are unable to use your dehumidifier as a heater. You dehumidifier will pull air from the room and distribute the same air. I would not recommend performing any alterations on your dehumidifier as that can void any warranty.
