I hear about this problem a lot. The most likely cause is that the unit isn't tipped toward the outside of the building and/or the drain holes in the pan are plugged. Also, it's important to keep an A/C unit clean. It should be cleaned at least annually to ensure that the pan isn't dirty, the coils are clean, and that the fans and filters aren't caked up.

The fan for the A/C should blow harder than in heat. The fan should be on high for cool and low for heat. You can change the heat setting for medium but I would not recommend it because it may make heat coming out feel less.

This is normally due to the drain hosing being blocked. Find where the hose drains the water to, which is likely to be outside the house or into the drains, and check that the end is not blocked. If this is OK you will need to follow the hose back to the unit and find where the blockage is.
