If the camera came from Japan, there will be no english in the camera. If the camera had English before, you could try to switch the language back, by using the manual and count lines in the menus, to "feel" what part of the menu you are. (Setup menu)

Try NOT connecting your camera to your computer. The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). how old is your camera? Could it be that it has more mb's and cant handle it?

Unless you have a circuit diagram and have electronic knowledge the it is best left to an expert camera repair specialist.The costs? Your guess is as good as mine. Camera repairers may charge a quote for repairing unless you go ahead with the repair.
