Let the camera in the zip bag reach the same cold temperature outside before you take a picture. You may need to warm the battery in your hands/pocket for the battery to operating temperature.After you have taken your photos, place the camera back in the zip bag so when you return inside a warm house you won't get condensation on the camera/lens. You need to let the camera reach room temperature before you take photos inside the house.

Err 99 could mean several different things, such as... Memory Card
Lens
Lens contacts....

A few things you can try.
Remove the memory card an enable "shooting with out memory card" and see if you still get the error. If it works your memory card is bad.
Try another lens if you can
Clean the lens contacts with a pencil eraser (be careful not to get eraser dust in the camera body or in the lens)
I have heard Canon recommend upgrading the camera's firmware (go to Canon's website to download the latest firmware and follow Canon's instructions for the upgrade).
I saved the worst for last, Err 99 could be related to the shutter failing which would mean a trip to Canon.

Try this...remove the lens and fire off a few shots. Clean the contacts on the lens and camera body where they meet with a cotton swab lightly dampened with rubbing alcohol. Re-attach the lens and try it.

Sorry to hear about all the trouble you've had. I own a XSI and so far, have experienced no problems. At this point, I would recommend you contact Canon corporation. I've include a link to Canon's site and to EOS Rebel XSI section. I would write a nice e-mail to email to the company support. You should be able to find a link there. Also, I would advise you check the knowledge base (click on "Support by Email" link) and see if others have experienced similar problems.

In terms of your problems and experience, you had this problem before and you did everything you could (at the time the warranty was still good) to get it fixed. The fact that you are continually getting the same problem even after repair was done should give you some base for justifying free repair, despite the fact that the warranty period has run out. Remember, be polite and professional in your tone, but also be sure to state to Canon that you are "not satisfied" and kindly ask for some resolution. Also, it probably wouldn't hurt to mention the fact that you are a loyal Canon customer and have been for a long time! :)

I Can Fix It

There is a moisture sensor in those cameras, it is probably not so much the temp but possibly condensation. I would contact Canon, because that should not be happening.

i JUST had this problem with my EF70-200mm f/2.8 L IS II USM..
i was shocked at the time...but i did this to get it working again

1) turn off and on = doesn't work
2) turned off everything, removed ext. flash, battery compartment, batteries, unmount lens...reseend everything back in, turned on and it went away

There's usually a little switch on the memory card itself. Change the position of that switch.

Check the card to see if the little white tab isn't set to "Lock".

It sounds as if this camera needs repair. Call Canon at their website under support then repair. You will find a toll free number. Call them, explain the problem.

What kind of shape is your 2 year old battery in?

You could possibly try putting your memory card in a card reader and manually move them in Windows Explorer. They are located in DCIM folder.
