You would normally fill the removable roasting pan with 5 to 6 quarts of water ot 1/2 - 3.4 full. Place in the buffet server frame and the empty serving dishes and then preheat at 350 degrees until hot.
Place hot, cooked food in the serving dishes and reduce heat to 250 degree to keep food warm. Adjust the temperature and add more hot water as necessary.

Do I put water on
Are you trying to keep things warm, like with a warmer tray? then it will be fine if you add water, and this can also keep the food a little moister from the steam. it is not neccesary to add water but you can. Water will leave a deposit line inside the unit when it heats up and starts evaporating, this won't hurt anything and you can clean it with some cleaner and a scrubber. If your a cooking with it, then you don't want to use water, just put the food in the insert and cook it like that.

Yes, you need some kind of liquid.... a favorite is canned chicken broth, but just plain water will do also...do not use too much, as once the turkey starts to really cook it will produce it's own liquid...start with about an inch on the bottom...
