Hi,Your Possibly Correct In the bottle-necking Theory.Could be CPU Vs GPU Speed, Or GPU Vs FSB Speed.The cards, Usually Have Their Own Onboard Ram. GDDR3 et,c.Also check Direct X And Direct Draw Drivers et,c.Dependant On The MotherBoards Data transfer rate, Single/Dual channel Memory Modes.Also Speed Of Hard Disks Transfer rates. Any Of These Lagging, will Reduce Performance.Hope I,ve pointed You In The right Direction ?Mike @ Compurepair.
Confusion over selection of graphics card
I don't think whether it's compatible or not is the issue with graphics card, what you need to make sure is that you have a good power supply for the cards' needs and that your motherboard has a decent FSB speed (Front Side Bus).
I've compared the specs of your motherboard to the graphics card. That looks abolutely fine, only other thing you'll need is a decent power supply, I suggest 750 watts or above as you will need 2 molex plug connections for that card. Isn't the best motherboard in the world for it but It's going to be better than the built in X3000 shared graphics you're currently using!

Video to monitor problems
4 beeps means either a bad video card or bad memory. Try to take out and reseat the video card and the RAM. If that doesn't do it try using another video card or RAM. In my experience, 9 times out of 10, the memory is either bad or dusty and not making contact.
No signal
Do you have both the 24 pin plug & the 4 or 8 pin plug, depending on board, plugged into the proper places? The 4 pin plug is what powers the pci-e x16 slot. On some newer boards it will be an 8 pin plug rather than a 4. It should be clearly marked on the mb in small print. Hope this helps.

the tv's setiings need to be set to auto or correct resolution
for the image you display , try going down in res until it looks right then find other ways to make it fill the screen IE stretch etc..

Update your video card driver at NVidia.com. More current drivers eliminate the conflict caused by having 16GB RAM.

go google and type in--- nvidia drivers -- download the driver for your graphics board and win 7
or if you have a graphics board already install click on the board and change compatibility to win 7 in the properties tab
you will also find an update drivers in the sam properties section
Nvidia gfx card problem
It seems that the problem lays on your Ram,not the graphic card.And since the driver of graphics card is capturing some of your ram memory you are experiencing this error.
