My presario sr5510F does not power up. The power
Off the bat it sounds like a bad power supply, even if it is a new one.
Even though it's a new power supply, you can buy a dud sometimes.
Could be that there are Electrolytic Capacitors on the motherboard, that have dried up inside, and will show no obvious visual signs of failure.
Let's go back to basics, and get that power supply to fire up first.
1) Once, with no power cables of the power supply attached to anything.
2) Then after this test, power cables are attached to the motherboard, and all the other hardware components.
Will advise right now, that just because the power supply may come on, without the power cables attached, it does Not mean the power supply is good. The power supply may have one, or more weak voltage power rails.
No offense meant of any kind, but if it's a cheap power supply, the chances of it being a dud straight out of the box, are great.
Cheap Electrolytic Capacitors are used, (among other cheap components, and gauge of wiring), and these have a high failure rate. They break down just from sitting.
You may want to buy an economical power supply tester, ($12), to test the power supply, unless you have a multimeter available. I can walk you through testing with it.

To turn the power supply on without it being hooked up to the motherboard, you have to use a jumper wire to turn the Soft Power On.
I will detail this method out, after you have replied to the bottom of this solution's question.
We can do the two tests above without the power supply tester, or multimeter, But,
IF, the power supply fires up without having any power cables plugged in, we go to having the power cables plugged in, and using the jumper wire method.
IF, the computer does not start up with the power cables plugged in, and using the jumper wire method, we need the power supply tester, or a multimeter.
IF, the computer fires up with the power cables plugged in, and using the jumper wire, you need to replace the Power On switch.
