I have a Toshiba television model number 46RV530U Serial number It takes about 15 to 30 minutes for the picture to become clear. It starts out with multiple images as if seeing double.

Fault at its main digital board. Short circuited component/s at it. Contact any service technician; or the authorized service center. If you wish to get some details; check the site linked here. Pull up older posts. http://electronicshelponline.blogspot.com/ In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary. Before going further; try a hard reset first. If it does not help you, replace the main digital board. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; visit the site linked here.

These blinks (flashes) are fault indication. By the number of blinks occur at one time switch ON, you can vet an idea about the faulty circuit stage inside the TV. Count the blinks occur at one time switch ON, carefully. Do it once again, and make sure about the number of blinks. If the flashes are continious, non-stop, the main system control IC should be suspected. If you wish to get more details, check the site linked here. It has blinking codes detail to many brand TVs. I need a tcon circuit board for a toshiba 42 lcd tv

Me too buddy, me too. I've had an e-mail alert set up for it on eBay for about three weeks now, with no decent results. You should do the same, as I have a feeling it may be a while before one turns up at a reasonable price. I have a million or so saved searches on eBay, and it's the most important resource I have. I can't tell you how many hours of time and frustration I've saved letting eBay do the searching for me.

This is most likely (90%+) chance it's a failing electrolytic capacitor in the inverter section of the TV (the circuit that powers all the backlights)

If the unit is under warranty, return it for replacement/repair.
If you aren't tech savvy, take it to a qualified service depot. Any reputable repair depot will tell you just what I did as the most likely cause before they even look at it. Call around, and the moment someone says "electrolytic capacitors" - that's likely your guy!

For the do-it-yourself person with electronics and soldering skill, look for the inverter section of the LCD (won't be hard to find, it'll be near where the fluorescent tubes plug in) and look for caps that have bulging tops or bottoms, or that are leaking near the bottom. Replace all suspect looking capacitors and you should be done (there's usually more than 1).

Can't find screw size to

M8 - according to a document I found online for a Toshiba mounting bracket kit for their LCD TVs the bolt size is M8. It should be easily available in a large hardware store or place that sells large flat screens.
Make sure you hand tighten it into the mounting hole before attaching any brackets, to judge the proper depth for tightening. Over-tightening with a long bolt could damage the TV.

I've had my Toshiba 46RV530U less than 2 years,

I have a similar problem. I have noticed a trend in Toshiba TVs failing. They were all manufactured in early 2008 and fail after about 2 years of use (drastically shortened MTBF).

I am starting a class action lawsuit against Toshiba for failing to address a known quality issue with their displays.

If interested send me:
