HelloThe T'Con board [Timeing control Board] has to be suspected for damage. Replace it. this board can be bought from the authorised service center for Toshiba at your town.

maybe the spindle motor is turning defect causing not to spin the disc naturally,its time to have to check that to the Toshiba service center

Check the DC filter caps in the power supply first. Check the 24vdc (or 18vdc for this 22" model) to see if it goes away when the screen goes black.
There are main AC fuse, backlight inverter fuses, T-CON fuses.

yes signal from hdmi can,t be changed.
you have to do that into the settop box

Unplug it,replug it back an hour later,the tv should set back to the factory setting.
