Check your TomTom's remote control for its infrared emission. You can check it with a cellphone camera. The blue ligh flashes indicates that the circuit inside it is working, but it does not give you about the infrared emission form it. It is only an indication for its battery power and oscillation takes place inside it. The infrared LED in front of the remote control emits infrared radiation with different frequencies according to each function press. human eye cannot detect these rays, but an electronic camera can. Set your cellphone to camera option, place the remotes' front side towards its lens, at about one feet away or so, press each button on the remote control. if there is any infrared rays comes out of it, the phone camera will sense it and you can see its image at its screen. If there is no image at all, make sure that the remote control is not emitting infrared rays; and is faulty. If there is image on the camera screen and still your TomTom main unit does not respond to it, the infrared sensor inside it is faulty. You can't make it right. The unit has to be disassembled to repalce it.
If this is the condition, the set is new, as you say; must have guarantee. Replace the unit as far as possible I advice. Never make it open, as opening the unit void the guarantee. OK.

Check and replace damaged component/s at the main power supply regulator section circuit to your device. This is not a remote control fault.
Where is the Google on the Matertech?
