I think, it's a "safety" vacuum release valve to cool the motor when the suction from the vacuum head is blocked.
Please clear blockage in the suction head.
There are usually 2 bushes on the end of the brush bar, which are shaped so they can only fit in one way. They have a small metal bush inserted into the plastic fitting. Perhaps this has slipped down the brush metal rod.
Has it melted the dyson as well as the brush?
If you have to replace the brush bar, eBay sell them, the kit comes with 2 different type of ends depending on the model. Putting the new brush bar in is a bit of a stretch, you have to turn it as you are pulling the band tight over the brush until it is lined up. Good luck.
There are no washers of any sort on the Dyson's agitators. There are molded caps on each end, made to fit into the bracketry on the sides of the nozzle portion. If there's it seems as though there's something missing then you'll need to purchase a complete agitator, there are no replacement parts for agitators.

If you are having trouble locating the wand handle back inside the hose, it could be that the hose itself is blocked. Remove the wand handle completely from the hose, then un-clip the hose from the base of the machine to check for blockages.

Sounds as if there is something stuck in the vacuum causing the beater bar to stop turning while the belt continues to turn giving off the burning smell.

this time, soak the post-filter in cold water (no soap, detergent or
warm/hot water) for 10-12 minutes then rinse thoroughly until the water runs

It sounds like it could need replaced or there is something stopped up in it somewhere . Clean all the crevices in it dirt could possibly be congested in it . If it still does it after you clean it out change the filter .
