Telnet is not the greatest programme to use for chat. However, Vista does not have telnet enabled as default. To install it go to:

Start menu->Control Panel\Programs\Programs and Features

on left select Turn windows features on and off

You have to get a firewall program and block the websites. Try Zone Alarm it is easiest one I can think of to setup.


Blocking Websites Using Internet Explorer

Internet Explorer makes it simple to block individual websites. Click the "Tools" button on the toolbar at the top. Then select "Internet Options." Look for the tab that says "Content." Click that tab and select "Content Advisor" and "Settings." You will see a tab that says "Approved Sites." There will be a white box that says "Allow this website." The only times it should prompt for a product key are:
