The prefilter and the hepa lights are blinking-and i did add a new filter?
There might be a restriction of air flow. DId you know you can wash some HEPA filter out. Only ones made of fiberglass can be washed and reused. Cardboard HEPA filters should never be washed. Water will ruin the filters. When ever a vacuum cleaner looses suction, the foam (and or) felt filters are to blame not the HEPA's.

Central Vac system not suctioning well and has a high rev sounding motor
Vacuums are designed to lower pressure (increase RPMs) when there is substantial blockage. Same as if your hand is over the end of a vaccum hose, RPMs go up and pressure goes down.You will need to isolate the vacuum from the house to eliminate the possibility of blockage in the ducting.Check the hose as well.

Proheat 25a3 sprays at tool handle will not spray at floor
The heater is likely clogged with soap gunk. The water for the upholstery tool does not go through the heater in you model. You can sometimes get it running again by putting vinegar in the tank and trying to flush it through and get it to dissolve or flush out the obstruction. It can take a few days or weeks of leaving the vinegar in the machine. Usually the obstruction must be removed by taking the heater out and cleaning it. The heater is in the handle. You can unscrew the handle and separate the front and back to access the heater.
If you can get the water flowing again you can keep it from happening again by not putting soap in the machine. Some models will not dispense water without something in the soap tank but you can put in water. If you put soap in the machine it is spraying the soap and water on to the carpet and immediately extracting it back out, it will still clean but not as well as if you would allow a few minutes dwell time to soften and loosen the oily sticky soils.
The best way to clean a carpet is by using a pre-conditioner (basically the soap) mixed into hot water and sprayed onto the carpet after it had been thoroughly vacuumed to remove as much dry soil and debris as possible. Allow a few minutes dwell time and flush out with fresh clean water. Your carpet will be cleaner and stay clean longer because you got it cleaner but also you rinsed out the soap.

Looking for user guide for P-134 - This is a Lanier microcassette dictator - NOT a vacuum!
I don't find one of these manuals on the net. It uses two AAA batteries and micro cassette tapes. It is described as "vintage" at several sites. It was made in Japan although having the logo of Harris-Lanier. Oddly, there are a number of non-working ones that people are trying to sell for parts as well as a few working ones. But not of those for sale appear to include a manual. About the closet thing to a manual for this kind of micro cassette recorder that I can spy is that of other brands such as Sanyo or Sony on all-guidesbox.com. Most of these had a reverse, forward, fast forward sliders. Some brands could be voice activated but this does not look like such. I've seen about 20 of these for sale on the net and only one of them was advertised as working. Remarkably, one can find tapes for them for sale although I have qualms about the condition of the tapes. Here is a link to the site I mentioned.
