Should the fan propeller spin freely by hand
Coils on a Vacuum cleaner (the category you posted to). Sound like a refrigerator. There are Category for every fridge maker.

Fan blades of any type should spin freely on the motor bearings.

I'm getting feeback through the speakers when I turn the receiver on
Which vacuum cleaner do you have that has speakers? :>D
Feedback is normally only from one reason, and that is where a microphone is picking up audio from the speakers and recycling it. The way to fix is to move them apart.
You may be getting interference and that is caused by wires touching.
