You need to start at the simple stuff. Check the spark plugs and see if they are wet with gas. If not, could be a fuel pump issue. See if the plugs are fouled, change them and check for spark. If you have both, it should at least sputter. Check for water in the fuel.

there is and it looks like a screw head on the side . but usually I found seals leaking and water in the unit pump does not like water

If it just blowing the fuse at one speed or top speed it could be a short in the speed control or the negative cable is dirty. clean up the terminals and try again.

So with the throttle closed, held closed by hand, does it still over-revs as soon as you start it up? If that's the case, disconnect the top spark plug wire and restart it, if it doesn't over rev, the issue is the upper crankshaft seal. This is a fairly difficult job so I would suggest seeking out a marine mechanic unless you are very mechanically inclined.

That's most likely a freeze plug that needs to be replaced by a new one.

Seems like the sonar isn't connected. Check the wiring to the transducer to make sure it is all connected.

Can you contact the seller and complain? There may have been a spacer washer missing. You can always take that sand down the paddle edge that rubs.

Check the transducer angle to be sure it is pointing directly down and not tilted. If that doesn't help, contact the manufacturer for support and possible parts.

OK, spark plugs wet. We both know that means flooding. Try a start with ether. Then if it fires, it's either fuel pump or carbs.

Kind of sounds like a short in that engine's electrical system. Not sure why it happens after 20 minutes, but perhaps that's when it gets warmed up and the choke comes off. Check the wires for spots where they could rub on a surface and cause a short.
