Could be time to replace either your coil or points, either way at that age it would be a good idea. Not sure it your motor has the low oil cut-off but it it does check that and the oil level.

What do you mean by gas?

it sounds like your carburetor float is stuck,sometimes you can tap on the carb. bowl to dislodge the stuck float.carburetor probably needs cleaning.what type gas have you been using?need to use only non ethanol fuel.

Check the ignition system, check for spark at the plug, if it has no spark check your points, ignition coil, etc. If it has spark you need to check the fuel system so that's gonna boil down to an obstructed fuel line, a clogged fuel filler, or something in the carburetor(s). That should lead you to figuring it out my friend, best of luck. It's always either air, fuel, or spark! If one or more of the 3 are missing it'll never run(not right if it does), those basics always apply to an internal combustion engine of any age or size, whether carbureted or fuel injected. A little hard to say.. Should clear on its own. Try disconnecting the batteries for an hour ... if I remember correctly there are different types of bedpan for each malfunction.... Long and on to short beeps in different sequences. One thing that makes a boat act like it has a gremlin is a failing thermostats... Chevy Serra does the same backwards flips. So if the batteries load test good and the connections are solid then I'd be checking for a partially plugged thermostat or restricted cooling line or failing water pump. ( change at least every three years , ) costs a few hundred dollars to service an engine , takes a lifetime to row back in.

On the under side of the tiller arm there is a tension screw ... make sure it isn't too tight. It is simply a screw that threads through the casing of the tiller arm and friction rubs against the inside shaft. Corrosion or an incorrect adjustment may case it to be hard to turn. I always back mine off.... If I fall off the boat I don't want the bug ger coming bk looking for me at full throttle. Next would be to give the disassembled arm a good cleaning and greasing. It is very simple consisting of meshing sprockets hooked to a long rod.

I feel your carburettor has a faulty float. It allows the gas to keep flowing till the engine is full or flooded. The float is made to cut the flow of gas off when the engine shuts down.

These engine adjustments vary by year, but the later models had their idle RPM adjusted with the boat in the water to account for exhaust back-pressure. Actual idle speed is set by adjusting the Idle Timing while the unit is in gear in the water. Check the service manual for actual timing specifications, the owner's manual won't have this information.
