My Minkah ceiling fan will not sustain rotation when given a call to spin. It starts off initially and then slow down to barely spinning. It does this on all 3 fan settings. What might be the issue?

IT IS THE STARTER CAPACITOR NOT CHARGINGING UP TO INITIALLY CRANK MOTOR TO RUN SPEED,, BE VERY CAREFUL AS MOTOR WILL GET EXTREMELY HOT AND COULD MELT WIRING AS AMPERAGE NOT GETTING RELEASED, JUST LIKE HOLDING AN ARC WELDER TO LONG WHEN ROD STICKS

The dryer was making a loud noise so I took off the back and the belt seemed out of place so I reached up and found a piece that looks to be a belt tensioner? How do I access where that part goes?

Impossible to say without make and model, but the tensioner is normally a little way up above the motor pulley and applies pressure to the outer edge of the belt. Google make model replace belt ..
