The bobbin thread will not pick up. How do I fix it?
First, install a brand new needle and verify that it is facing the correct way and it is the proper needle for your machine.
Confirm the bobbin has been installed in the bobbin case so it is unwinding the bobbin the proper direction as you pull the bobbin thread.

If it still will not pick up the bobbin thread, open the bobbin area of the machine and watch the needle action as you hand-turn the handwheel. You may see why it is not picking up the thread because the needle could be arriving too soon or too late to intercept the bobbin thread. If this is happening, the needle/hook is out of time. You will need the service manual if you are planning to attempt this yourself. For one thing, needle height and timing are interrelated; the same symptoms that indicate that your machine is off its timing can be caused by an improper needle bar height, and the manual will give you the specifications for both.
Go to Sewing Parts Online. I tried there and your machine was not listed, but if you send them an email, they will be happy to order it for you.
How do i set timing on singer 4423
unscrew the bottom and left side of the machine and : Set the pattern selector dial to " zig zag".
Turn the stitch width dial to "6", Set the needle bar at its lowest point when
it swings to the left. Place clamp around
the needle bar, tighten its screw (a) but still
allowing movement.
- Set the timing gauge (4 mm) on the
needle bar so that piston touches bottom
of needle bar cradle without forcing and
tighten screw by hand.
- Turn the handwheel gently towards you
until gauge stops at 4 mm.
Turn the hand wheel until the shuttle hook
holder point is on the right side of needle,
the distance between needle hole and it
should be 0.5~1.0 mm.
- If the distance is incorrect, loosen the
screws of lower shaft gear , and
adjust shuttle hook to correct timing, and
tighten the screw.

II replaced and now handwheel difficult to to turn and cannot catch bobbin.
did you get the machine from a dealor or individual? not all machines put their needles in the same way. do you have a manual? it sounds like the machine needs to be cleaned (serviced). the oil is probably thickened, and will freeze the machine up. make sure the needle is in correctly, and threaded correctly. bobbin too.
