I think the white cord is the fm antenna. The gray one with the thick end is the am antenna. The frequency used to contact the atomic clock signal uses the am antenna.

I just had the same problem which you find posted here on FixYa.com. The problem solved itself overnight for me. I left the RCR-22 unit plugged in and searching for the signal when I woke up the next morning the time was set and the Atomic signal indicator was solid instead of flashing. It has kept perfect time since then. My only issue is that setting the alarm clock-radio is complicated.Robert Hovestadt
