Please shoot in P mode. In P mode it will use the flash if you pop it up and not use it if it is down. The flash uses LOTS of battery power. If you battery is weak the flash may take a long time to recycle (charge). The Flash must be popped up and READY before you can use it. The flash is charged or READY when the RED light is on. The Nikon D-60 is not equipped with live-view, if that's what you mean.

clean battery contacts with very mild abrasive - scotch brite is ideal. Then wipe with alcohol on a q tip. You can also wipe the camera contacts with this. If no luck, find or borrow another battery. Also giggle the on off switch. They get dirty. May need to go to the shop.

If your subjects are not all the same distance from the camera there is a possibility your aperture is is too open. This results in a very shallow depth of field. Use f-stops of f/8 or smaller (higher numbers)

I have a 5D Mark II that has acted up like this. 99% of the time it will reset itself it you power off, remove the lense and allow them to sync up. Try this, it may work for you too!

If your camera has been damaged in a fire then I'm not surprised it doesn't work properly. Take it to an authorized Nikon repair shop. Since it's a D60 I assume it's out of warranty but your insurance may cover some or all of it.
