Hi, I hope you've solved the problem.  But if the first solution does not work for you maybe this one will.

I looked at the specs for your monitor. LINE IN is for plugging in a device that makes sound, so this is not the right hole (called a jack) for the headphones plug.  Look on the back of your computer for a hole that is outlined with light green.  You wrote that you removed " the audio wire that connects the monitor to the CPU", this would be the place to plug in the headphones.

Hi, If you switch the screen off and back on again do you see a picture for a second or not? If you do then I suspect a fault called "Bad Caps" which is repairable. If not then try another screen and see if that works ok.

Not sure why you would need an internet connection to recover data. Maybe it has ransomware on it? There are CD's you can burn that can run a Linux environment and check fr malware. The Hirens CD comes to mind.. Try downloading it, burn to CD or create a USB install and run some malware programs on it. Or use a Windows 10 install to reinstall a new system.

When you say the picture keeps dropping, is it going to the black or blue screen where it says it cannot detect an input/source? If so that could be a faulty cable, if you have a spare cable to connect to whatever the input you're using is it would be worth trying that.
