The base set has to be connected to the land line. It's telling you:

• No land line connected
• The land line is not working
• The base set is connected to a bad land line outlet.

Depends on what manual you want. I most of the time google with the brand and model name and look if the site name, offering the manual starts with the brand name and not with free manuals of manuals online and then the brand name. These sites want you to install everything on your computer except a manual. Not all brands have the same support, but lots have. Like Vtech has a site for support. Verify that the system is turned on. If doesn't help then try to disconnect it from everything for 1 minute then connect back. If doesn't help replace the system.
