Router only seeing 100mbps on

That would be the correct speed unless it is a gigabit router and you have a gigabit adapter. Otherwise the maximum speed you will get is 100mbps. Odds are your internet connection is far less than this anyway and will not impede your throughput.
Hope this resolves your issue.

How can you use public access on your desktop and

Just having the wireless router without connecting it to cable modem or DSL modem will not allow you to get onto the Internet. The wireless card in your computer/laptop will allow you to get onto the Internet at a free public WiFi hot spot location such as McDonalds, Star Bucks, at the airport.
Also the wireless card in your computer/laptop may allow you to connect into an unsecured wireless router from your neighbors, if their wireless router is within range of your computer/laptop but without their permission to use their Internet, it is considered stealing from your neighbor. They have a set download limit from their Internet Service Provider and by you connecting to their ISP you may cause them to exceed their download limit and they would be charged additional costs for every Mega byte over their limit.

Lost my cd for net gear wireless-N Dual Band

Are you trying to set up router ?
You can set up your router manually, without the CD.
Make sure that your computer is able to go online directly through the modem.
If your computer is able to go online through the modem, that means the modem is working fine.
You will need to connect the computer to the router and the modem to the router.
open the set up page of the router and change the settings of the router according to the ISP.

I had the power adapter tested and there was nothing wrong with that. It was the unit itself that died. It would have cost more to fix it than buying a new one. I was very disappointed that this would happen after only 2 years. I have since bought a different brand.
