Without the model I don't know if unit has one or two open fused which has stopped power to the electronic control this the schematic should be in a plastic packet stuck behind control panel if not then on the back side of the storage drawer if equipped.

the preheat light wont go off on my oven, and its not really hot. my oven light is on as well ,how do I turn off the preheat light

You need to replace the control panel

It is most likely that one of the hinge pulley cables is broken. You will have to order them by model number. They are made of cord and break after many openings. It is usual that you will have to pull the dishwasher partially out of the cabinet to replace them. I suggest replacing both sides at the same time, otherwise you will be replacing the other side soon.

It does sound like the bake element is probably the problem. Many ovens turn on the broil element with 120 volts to even out the heat in the oven or pulse the broil element. This may be why the oven is warm but not baking.
