Question edited for clarity. It's not really a rip off apart from that they should pay postage. Onn is Walmart's own bargain basement junk line made in China. It is not the same quality (or price) like a Samsung Galaxy Tab or an Apple iPad. What you should do is to go into your local Walmart and tell them it is only 3 months old and you want a refund or replacement. Tell them it is 'not of merchantable quality and has failed'. If they refuse, ask for the manager, his name is written on the wall with his picture at the Customer Service Desk. One final thing though, about your attempted hard reset. Did you hold the buttons from it being powered off? The 'No Command' error is here. If you get the tablet with a telco deal, you can't use it until the SIM card is in the tablet and registered. Phone them up or go into their shop.
