Hi Bill, something is wrong with the meter, have you hooked an external power meter to the unit? I assume you get around 12 watt on sideband and 5 on am (legal limit). I didn't pull up a service manual on the unit but generally there is an IC that feeds the meter, get a manual for part number and replace the IC, it's going to be obvious what IC it is with the manual as it will have the outputs going from it

Find a schematic, watt meter & proper tuning tools first. Now tune or peak the SWR on the coax & antenna used by the radio. The SWR function in the radio may do. Each channel is a AM carrier frequency which is the center frequency of the channel. Each AM frequency has two sidebands, a lower sideband which is the below the center frequency (AM) and a upper sideband which is above the center frequency.
