Time to replace your LCD Screen. To verify that it is the lcd screen on
the laptop, borrow a Monitor from a neighbor, friend, relative or
co-worker and plug it into the laptop.
It can be any kind of monitor even the old big fat
crt monitors as long as it has a vga cable to connect to your computer's vga
port. If so that proves your video card is ok. The video will show
on most systems when you reboot without you having to do anything. Some systems
will require you to hit the FN (Function key) + F1 thru F12. Hold down
the FN key then hit the correct key for displaying on the monitor (F1 thru
F12). The correct key will normally have CRT/LCD on it or it will have
the icon of a display.
In turn the tablet on and the Dell sign comes up

I bought a dell latitude
I'd put Linux on it.
UBUNTU linkThat computer is about 5 years old. Linux works very well with old computers.
Takes up less space, uses less processor power to run, and comes with free versions of pretty much everything.
I don't even think a current version of windows will install on a 5 year old Dell. So you'd be stuck with out of date anti-virus and no updates.
Boot off the Ubuntu disk and just wipe windows.

In case of your laptop the easiest method would be using software from Hiren's Boot CD as it's pretty hard to open it up and reach for the CMOS battery or the jumper.

IE has SERIOUS security holes so you are opening your data up to bad hackers every time you browse.
The bottom 1/3 of the screen is blanked out
Hi friend,
In this case I would recommend you to connect any external monitor to the laptop and check if you have the same issue on the external monitor as well.
If the same issue occurs on the external one than we can try installing the latest video drivers for the same'
If the external is fine, then i would recommend you to please change the LCD of the laptop

You can download the drivers from Dell WEB site, the
support download page. Make sure you select your model desktop or laptop,
better still, type in the Service Tag number, it is printed on the label on the
bottom of the laptop and on the back or sides of a desktop. (If the Service Tag
label is missing then go into the BIOS setting and on one of the BIOS pages,
the Service Tag number will be displayed). This will open the page where the
specific drivers for your model computer are located. Also make sure you select
the Windows XP or Vista version of the drivers for your Windows operating
system. Click on this link to download the drivers: -
