I am assuming you have already tried leaving it unplugged for 15 minutes and then trying to restart it. Does it work in the TV mode? I.m not sure if there is a rest button on that model. If you go to Toshiba Support there might be more info.

This TV has a PC interface VGA (HD-15) , so all you need is get a VGA to VGA cable to plug between the VGA output on the PC and TV. On the PC select the display as external monitor. On the TV pick the PC input as required input, not the TV tuner. Here is the manual. LCD TV 47HL167 Support Toshiba

Take a good look as it should have 4-6 machine bolts holding it--be careful as usually it must be laid face down to remove----no weight on the screen or downward pressure or bang---screen destroyed and set with it.A few models the back cover has to be removed but that is rare.

it could be two things, several rows of non performing pixels, or one of the boards has gone out in the television, i would recomend unplugging it for five minutes and plugging it back in to see if it continues, bring up the menu and see if the black line cuts through that as well as another source, if that all fails call toshiba and see if its under warranty, either have them repair it or return it to the store

I followed the steps at the following link and it worked for me. I have a 2007 Toshiba Regza 42HL67, but the firmware applies to many models as documented in the readme file at the location found via the link below. I used a 1gb SD card formatted FAT16, copied the unzipped files and folder to the card (wasn't sure if it required the top level folder or only the files under the top level folder so I copied both to the root of the SD card), unplugged the TV, inserted the card, plugged in the TV, waited 2.5 minutes, unplugged the TV, removed the card, plugged in the TV, yellow light flashed 3 times and went out. I turned on the TV and it has worked normally since last night.

The boards may look the same, but the left one in the tv is the master and gives the signal to the other board.
