My Canon PowerShot A720 IS will not take a photo,

Things to check first for a camera that won't turn on are battery contact points (in your case, based on your statement of the battery removal, recommend spending some extra time inspecting the battery contact points of the camera), and micro switches that are located on the battery door and memory card doors. Troubleshooting tips on other things that need to be checked may be seen here. These tips won't work for every case, but they're worth a try.

There is a narrow blue stripe on my screen

If the stripe is not showing up on the photos after you download them, then the screen is starting to degrade and the only solution is replacement. If the line is showing up on the photos then the CCD (the point that actually captures the image) is degrading and would need to be replaced (this is less likely though). It may not be cost effective to replace the screen considering the falling prices of high res digital point and shoots, but you would want to check with a local camera repair facility.

I have a cannon powershot a720is and will not take

This sounds like a flash issue.
From page 64 of the user manual, make sure that you have the flash enabled on the camera. Page 64 shows you how to enable and disable the flash. Most likely, the flash was turned-off by mistake and is causing your issue.
If the flash is enabled and you're still having a problem, then there's a good chance that the flash feature has failed on your camera and will need to be repaired.

My camera is on -

just guessing - It sounds like some sort of mechanical trouble - dust or sand got in the tine spaces around the shutter or the lens cylinders? Try using a compressed air can available from computer or camera shops. Perhaps gentle wiggle those parts with a tool?
It could also be due to humidity or rust affecting the electric contacts of the batteries? Scratch the contacts with a screwdriver.
Try to pry any reachable springs in the battery well - over time it may have gotten too compressed?
Try new batteries?

Not turning on with full bateries. Just shows blue

Could be a lot of things: jammed lens, bad charge circut, bad batteries, bad battery charger. You should have a camera store trouble shoot it, or send it in to Canon for repair with the note to NOT repair if over $ 150. You can replace it for about $ 300 with a lot more camera.
