You didn't indicate the type of phone. Using the google account registered on the phone becomes a problem since in nearly all cases the data connection on the phone was left OFF. looks like the phone was not reset to factory default for new user and the phone is password locked to the old owner --if able try to notify old owner so phone can be cleared or you can try to notify your provider for help

you can't add a photo which you have sent through Bluetooth as it is stored in a emulated environment. try to move the photo first on your images folder or whichever folder you want thereby removing it from the emulated environment. then go to contacts, tap menu, tap the contact you want to edit, tap the image, tap assign or replace, then locate the images you move and assigned it. else you can also try the work around. locate the folder where you stored the transferred photo, tap the image, tap menu, tap set as, there are some options asking you what you want to do, set as wallpaper, etc and one of them is set as contact photo, tap set as contact photo, locate the contact whom you want to assign the image and then tap save. hope this helps.. :)

I hope i am wrong but It is a little bit doubtful. Phones even with dual sim have separate 17 imei codes. Anyway, if you are in doubt try to return the phone back. Don't want to judge too early, but It may have been tampered. Best possible way is to return it.

If your device is still responsive and an application is frozen, close the application with the task manager. If your device is frozen and unresponsive, press and hold the Power key for 8-10 seconds. If this problem persists, perform a factory data reset. In the application list, select Settings ? Privacy ? Factory data reset ? Reset phone ? Erase everything. take battery out,let sit for 30 minutes,put battery back in and enter proper password,if you cant then you will need to reset to factory settings
